DOD Recognizes 50 Years of Security Cooperation

There have been relations between America's military and the militaries of other nations since the United States first became a country. However, it wasn't until 1971 that the Defense Department created the Defense Security Assistance Agency — later renamed the Defense Security Cooperation Agency — to make security cooperation a formal function of the Defense Department. Now a half century later, as DSCA turns 50 years old, it is still focusing on its original mission to build enduring partnerships between U.S. and partner nation militaries, making both participants stronger.

DSCA Delegation Visits ISG

The Institute for Security Governance (ISG) was honored to host Defense Security Cooperation Agency (DSCA) Director Heidi Grant and a delegation from DSCA last week (22-24 June 2021) at ISG headquarters in Monterey, CA. The Director was accompanied by Defense Security Cooperation University (DSCU) Acting President David Sobyra, as well as DSCA Senior Enlisted Advisor to the Director CMSgt Daniel Simpson and DSCA Senior Military Assistant to the Director Col Malcolm Pharr.

Wright-Patterson Air Force Base (WPAFB), Dayton, Ohio – Heidi Grant, director of the Defense Security Cooperation Agency (DSCA), visited Wright-Patterson Air Force Base on April 9 and met with members of the Air Force Life Cycle Management Center’s Air Force Security Assistance and Cooperation Directorate (AFSAC) and other AFLCMC directorates, to discuss strategic priorities.

NAVSUP WSS Hosts DSCA Director at Joint Consolidation Point Mechanicsburg

Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) hosted Defense Security Cooperation Agency director Heidi Grant, April 20, at the Joint Consolidation Point in Mechanicsburg, Pennsylvania. Grant met with NAVSUP WSS's Vice Commander Lynn Kohl, Deputy Commander for Ships and Subs Capt. David Carnal, Logistics Projects Office Director Scott Aughenbaugh and others before touring the JCP, which operates as the primary consolidation and transportation activity for Building Partner Capacity efforts with foreign nations to improve their ability to achieve security-oriented goals they share with the United States.

DSCA Delegation Visits HDTC

DSCA Director Heidi Grant and a delegation from DSCA recently paid a visit to the Humanitarian Demining Training Center (HDTC). HDTC is one of seven component agencies that fall under DSCA. Located at Ft. Lee in Virginia, HDTC serves as the Department of Defense (DoD) lead for training ally and partner nation personnel to build capacity in explosives remnants of war (ERW) disposal and the physical security and stockpile management (PSSM) of conventional stockpiled munitions.

New Policy Makes U.S. More Competitive Partner

A new "term of sale" opens the doors to more nations that want to approach the United States about foreign military sales, and that makes the U.S. more competitive in seeking partnerships, the director of the Defense Security Cooperation Agency said. Just last year, DSCA created the "risk assessed payment schedule," or RAPS, term of sale, which offers more nations better opportunities to acquire U.S. military hardware through foreign military sales, Heidi Grant said today in an online discussion during the ComDef 2020 conference, a virtual conference providing insights and perspectives on issues facing the international defense communities.
