SECTION 333 AUTHORITY TO BUILD CAPACITY

 The Section 333 Authority to Build Capacity program is designed to conduct or support initiatives that offer targeted training and essential equipment to the national security forces of foreign nations, building the capacity of Partner Nations to carry out one or more of the following activities:

  1. Counter-terrorism operations

  2. Counter-weapons of mass destruction operations

  3. Counter-illicit drug trafficking operations

  4. Counter-transnational organized crime operations

  5. Maritime and border security operations

  6. Military intelligence operations

  7. Air domain awareness operations.

  8. Operations or activities that contribute to an international coalition operation determined by the Secretary to be in the national interest of the United States.

  9. Cyberspace security and defensive cyberspace operations.

 

Country teams collaborate with the Combatant Commands (CCMDs) to submit proposals for approval to Office of the Secretary of Defense and the Joint Staff. DSCA ensures effective program management and seamless execution through the Implementing Agencies.

The program is authorized by Title 10 U.S.C., Chapter 16, Section 333, as specified in Section 1241 of the FY2017 National Defense Authorization Act (NDAA), P.L. 114-328, and is funded by an annual appropriation.
