OFFICE OF STRATEGY, PLANS, AND POLICY

The Office of Strategy, Plans, and Policy (SPP) includes all strategy, policy, and planning functions – including DSCA’s Regional Planning and Program Design team, Strategy and Policy Integration group, and Execution Policy and Analysis team – to provide capability strategy and planning.
 

Execution Policy and Analysis Directorate

The Execution Policy and Analysis (EPA) Directorate leads and coordinates Security Cooperation administration and execution policy development and promulgation to enable the U.S. to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. EPA identifies and analyzes trends, issues, and requirements to meet future challenges and serves as a catalyst for SC modernization.

 

Regional Planning and Program Design Directorate

The Regional Planning and Program Design (RPPD) Directorate leads the Department of Defense Security Cooperation Community of Interest in planning and program design efforts by facilitating interagency collaboration, managing Congressional engagements to support Combatant Commands requirements that enable the achievement of national defense security objectives, and advance U.S. interests.

 

Strategy and Policy Integration Directorate

The Strategy and Policy Integration (SPI) Directorate’s mission is to develop, plan and promote Agency, community, and functional strategic approaches to institutionalize SC priorities. The Directorate contributes to the development of, and facilitates the monitoring/reporting on, keystone strategic documents, guidance, doctrine and dialogues in order to broaden strategic awareness, guide its work, and represent SC equities outside of DSCA.
