GOLDEN SENTRY END-USE MONITORING PROGRAM

The Golden Sentry End-Use Monitoring (EUM) program is designed to verify that defense articles or services transferred by the United States Government (USG) to foreign recipients are used in accordance with the terms and conditions set forth in the transfer agreement or other applicable agreement.   In accordance with Section 505 of the Foreign Assistance Act (FAA) (22 U.S.C. 2314), as amended, and the Sections 3 (22 U.S.C. 2753) and Section 4 (22 U.S.C. 2754) of the Arms Export Control Act,  and as reflected in the Letter of Offer and Acceptance (LOA) Standard Terms and Conditions, recipients must agree to:

  • use U.S.-provided defense articles, training, and services soley for their intended purpose;
  • refrain from transferring title or possession of any defense article or related training to anyone other than an officer, employee, or agent of that country or the USG without obtaining prior written consent;
  • maintain the security of any article with substantially the same degree of protection afforded to it by the USG; and
  • permit observation and review by, and to furnish necessary information to, representatives of the USG regarding the use of such articles. 

EUM provides USG oversight to ensure these conditions are met.

In order to improve accountability of defense articles and services transferred to foreign partners, Section 40A of the Arms Export Control Act (22 U.S.C. 2785) mandates the establishment of an end-use monitoring program. The Golden Sentry EUM program of the Department of Defense (DoD) actively manages the implementation of Section 40A by ensuring that Foreign Military Sales (FMS) partners are held accountable for the proper use, storage, and physical security of U.S.-origin DoD defense articles and services transferred through DoD government-to-government programs. The Secretary of Defense has assigned management of the Golden Sentry Program to the Defense Security Cooperation Agency (DSCA).

Key elements of Golden Sentry’s implementation included securing pre-delivery end-user assurances from the recipient governments and international organizations regarding authorized end-use, restrictions on re-transfer, and protection of U.S.-origin defense equipment. 

The Golden Sentry EUM program oversees both Routine and Enhanced end-use monitoring conducted by Security Cooperation Organizations (SCOs) at U.S. Embassies worldwide to verify end-use, accountability, and security of defense articles and services.  Golden Sentry conducts Compliance Assessment Visits and Focused Verification Checks to verify compliance with the end-use terms and conditions of sale, other transfer agreements, and EUM policies by SCOs.   EUM requirements are applied equally to all foreign partners receiving defense articles and defense services through programs managed by DSCA and the Department of Defense.

 

Security Cooperation Information Portal

The Security Cooperation Information Portal (SCIP) is an information technology system serving as the sole authoritative repository for all data and documentation related to EUM.  SCIP is accessible by DSCA, MILDEPs, SCOs, State Department, and Partner Nation personnel.   The SCIP-EUM module functions as the official system of record for inventories, program documentation, and data storage (restricted to Authorized Personnel)

 

Reporting EUM Violations:

Under the Arms Export Control Act Section 3(c)(2), the President is obligated to report end-use violations to Congress. The Department of State, in coordination with DoD, leads the reporting of end-use violations.

All DoD personnel are required to report any suspected end-use violations of U.S.-origin defense articles, including unauthorized access, unauthorized transfers, security violations, or known equipment losses, to the USG either through the SCO or directly to DSCA and the State Department through their respective EUM Potential End-Use Violation inboxes

 

Non-DoD personnel may likewise report suspected end-use violations directly to these same organizations or through the same unclassified email addresses.

 

Training:

The following mandatory training is required for EUM Program Managers with DoD EUM responsibilities (restricted to Authorized Personnel)

  • End Use Monitoring Policy Course and SCIP-EUM Technical Training

  • Defense Security Cooperation University (DSCU) Security Cooperation course SC-121.
