DoD's Humanitarian Assistance Transportation Programs (HATP) provide transportation of humanitarian donations to partner nations at no cost to the U.S.-based Non-Governmental Organizations (NGO). Transportation is either provided on a space-available basis in DoD assets or on a funded basis in DoD-contracted shipping carriers. Global program management is performed by the Defense Security Cooperation Agency (DSCA). DSCA arranges with U.S. TRANSCOM for the transportation of approved humanitarian shipments. The Department of States and U.S. Agency for International Development (USAID) coordinate on each HATP shipment application prior to DSCA approval. U.S.-based NGO organizations request accounts to participate in the program and then submit requests for individual shipments on the HA Transportation Website. Eligible transportation is funded by a two-year OHDACA appropriation.
