Front Office

The Front Office is composed of the Executive Front Office (EFO). Broadly speaking, the EFO focuses on direct support to the Director and Deputy Director, as well as handles agency-wide issues and interactions with OSD-Policy.  The Office of the General Counsel (OGC) remains in a direct advisory role to the Director, as does the Senior Enlisted Advisor to the Director. 

   
         
 

 

Office of Administration

The Office of Administration is comprised of three Directorates: The Performance Improvement & Effectiveness Directorate (PIE), the Talent Management Directorate (TM), and the Human Capital Strategy and Organizational Development Directorate (HCS&OD).
PIE is the clearinghouse for all internal data, as well as internal controls, audit management and functional requirements. PIE incorporates both the Assessment, Monitoring and Evaluation (AM&E) and continuous improvement mandates. TM provides the full range of human resource services to the agency, to include recruitment and staffing, manpower, payroll, performance management, and position classification. HCS&OD provides leadership and organizational development, strategic human capital planning, climate surveys, and organizational innovation services. Additionally, ADM serves as the Secretariat for the Continuous Process Improvement Board (CPIB).

 

Office of Business Operations

The Office of Business Operations (OBO) includes Deputy Assistant Directors for Information, Management and Technology (IMT), Comptroller (CMP), Financial Policy and Regional Execution (FPRE), and Security and Facilities (SF).










 

 

Defense Security Cooperation Service

The Defense Security Cooperation Service (DSCS) is a DSCA Assistant Director-level organization responsible for the management of Security Cooperation Organizations (SCO) at U.S. embassies.  The Service provides direct SCO support in the areas of Global Operations, Talent Management, Policy, Financial Management, Logistics Support, Training Management, C-12 Operations, and Staff Assistance.


 

 

      

 

      

 

 

 

Defense Security Cooperation University

The Defense Security Cooperation University (DSCU) team consists of more than 470 personnel, five components and four headquarters all led by a single AD, who is dual-hatted as the DSCU President. DSCU’s mission is to advance the knowledge and practice of Security Cooperation through the education, training, and development of the U.S. Security Cooperation workforce and through the education, training, and institutional capacity building of partner nations; and to produce research, analysis, and lessons learned that expand the intellectual foundations of Security Cooperation. DSCU strives to be the center of intellectual life for the Security Cooperation enterprise and the partner of choice for Security Cooperation program implementation.


 

 

Office of International Operations 

The Office of International Operations (IOPS) brings together all operational directorates: Regional Execution (REX), Global Execution (GEX), Global Capability Development (GCD), and Weapons (WPNS).
Programs such as Building Partner Capacity (BPC) and End-Use Monitoring (EUM), along with operations such as United States Government trade advocacy support, fall within the Office of International Operations.












 

 

Office of Strategy, Plans, and Policy

The Office of Strategy, Plans, and Policy (SPP) centralizes all planning functions, including strategic planning, program design, and administrative and execution policy across all authorities and programs for Security Cooperation planning. This Office is responsible for all strategic planning functions – including the Regional Planning and Program Design (RPPD) Directorate, the Strategy and Policy Integration (SPI) Directorate, and the Execution Policy and Analysis (EPA) Directorate. 
The regional structure under the Deputy AD for RPPD is similar to other Directorates for consistency and regional/country-aligned teaming.  This regional structure unifies functional tasking and supervisory lines.
