The Partner Outreach and Collaborations Support (POCS) program is an Office of the Secretary of Defense (OSD)-directed research and development, and operations and maintenance effort that supports outreach and collaboration, and contributes to increase partner capabilities, connections, and capacity.
Connections with U.S. and foreign partners are via DSCA’s GlobalNET platform, a DoD accredited system used to facilitate collaboration. GlobalNET comprises over a dozen institution-specific portals with learning management, networking, and knowledge sharing capabilities.
The POCS program is funded by Operations and Maintenance (O&M),and Research, Development, Testing, and Evaluation (RDT&E).
