FRONT OFFICE

The Front Office is composed of the Executive Front Office (EFO). Broadly speaking, the EFO focuses on providing direct support to the Director and Deputy Director, as well as managing agency-wide issues and interactions with OSD-Policy. The Office of the General Counsel (OGC) serves in a direct advisory role to the Director, as does the Senior Enlisted Advisor to the Director.

The Front Office is responsible for the management, development, and execution of strategic outreach solutions to promote both internal and external stakeholder understanding of the Security Cooperation mission and its role in achieving U.S. national security and foreign policy goals and objectives. This involves the development, coordination, and implementation of Security Cooperation strategic communication guidance and engagement planning in support of DSCA programs and activities.

This includes the following activities:
  • Developing and implementing DSCA strategic communications planning, guidance, and materials.

  • Serving as a Public Affairs Liaison.

  • Legislative Management:
    • Dissemination of information on security cooperation matters under DSCA purview to the U.S. Congress.
    • Engagement with key Capitol Hill, Department of Defense, and Department of State counterparts to understand and influence priorities and concerns.
    • Responding to inquiries and handling briefing requests.
  • Conducting long-range planning of DSCA engagements with key stakeholders across the Security Cooperation enterprise.

  • Liaising with the Foreign Procurement Group (FPG), a 42-member organization consisting of partner nation FMS representatives.

  • ​Management of the Department's participation in international defense trade shows
 

Office of General Council

The DSCA Office of General Counsel comprises civilian attorneys, judge advocates, and other personnel, currently led by Tameka M. Collier, General Counsel. The OGC provides legal opinions and advisory counsel to the DSCA Director and Deputy Director, as well as to DSCA staff on all aspects of Agency functions, including constitutional and statutory interpretations, fiscal law, personnel law, standards of conduct, post-employment briefings, and general procurement issues. 

The DSCA OGC also serves as the Point of Contact (POC) for Combating Trafficking in Persons (CTIP), Privacy ActCivil Liberties and the Freedom of Information Act, along with Mandatory Declassification and Security Reviews.
