The Department of Defense's Humanitarian Mine Action (HMA) Program provides assistance to Partner Nation (PN) civilian populations plagued by landmines, explosive remnants of war (ERW), and the hazardous effects of unexploded ordinance (UXO) by developing indigenous PN capacity for humanitarian demining, land-based and underwater explosive ordnance disposal, and physical security and stockpile management (PSSM) of conventional munitions.
Global program management and training of U.S. forces is conducted by DSCA, while each of the Combatant Commands (CCMDs) design and execute regional programs. DSCA approves projects that comply with policy and legal criteria and CCMDs fund projects in accordance with theater priorities.
The program is authorized by 10 U.S.C., Section 407, Humanitarian Demining Assistance and funded by Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) appropriation.
