1. Train future leaders; 2. Create a better understanding of the United States; 3. Establish a rapport between the U.S. military and the country’s military to build alliances for the future; 4. Enhance interoperability and capabilities for joint operation; 5. Focus on professional military education; 6. Provide English Language Training assistance. The Secretary of State determines which countries will have programs, and the Secretary of Defense executes the program. The program is funded by annual appropriation.
