FMS METRICS

Per Executive Order (E.O.) 14383, DSCA is now publishing Foreign Military Sales (FMS) case development and execution metrics. This inaugural release displays the number of Actionable Letters of Request (LORs) received and Letters of Offer and Acceptance (LOAs) offered to partners during the first half of fiscal year (FY) 2026.

Specifically, for FY26 Quarter 1:

• 482 actionable LORs were received

• 907 LOAs were offered

• Median processing time: 62 days

And for FY2026 Quarter 2:

• 801 actionable LORs were received

• 894 LOAs were offered

• Median processing time: 63 days

These metrics and data underscore DSCA’s commitment to providing accountability and transparency throughout the FMS lifecycle and highlights our dedication to strengthening global partnerships and security cooperation.

* An FMS Letter of Request (LOR) is considered actionable when certain mandatory criteria are met (see Chapter 5 of the Security Assistance Management Manual (SAMM)).
