The Office of Administration’s (ADM) mission is to put people and performance at the center of Security Cooperation (SC).

Human Capital Strategy & Organizational Development Directorate

Human Capital Strategy & Organizational Development (HCS&OD) Directorate works to improve DSCA's organizational health by providing professional development opportunities, strategic workforce solutions, people-centered design solutions, and analytics to inform and empower the DSCA workforce.

Performance, Improvement and Effectiveness Directorate

Performance, Improvement and Effectiveness (PIE) Directorate oversees, reviews, analyzes, and monitors measures of performance (MOP) and effectiveness (MOE) for the SC mission. In addition, PIE is also responsible for data mining and analysis, risk management and internal controls, audits, and continuous process improvement in support of the SC enterprise.

Talent Management Directorate

The Talent Management (TM) Directorate provides effective human capital management by developing and implementing policies, programs and services that contribute to the attainment of agency and employee goals by properly balancing the needs of the employees and the needs of the agency.
