2024 Security Cooperation Conference: Building Lasting Partnerships

The Defense Security Cooperation Agency’s (DSCA) directorate, the Defense Security Cooperation University (DSCU) facilitated the third Security Cooperation (SC) Conference, titled “Building Lasting Partnerships: What Have We Learned?” October 28–30, 2024, at the Ronald Reagan Building and International Trade Center in Washington, DC. Approximately 450 security cooperation policymakers, scholars, and practitioners convened to bridge scholarship and practical knowledge, aiding the security cooperation workforce to work more effectively and sustainably with allies and partners.

New Policy Creating Credit Assured Payment Schedules, Opportunity For Input

The Defense Security Cooperation Agency (DSCA) issued policy for a new term of sale called, “Credit Assured Payment Schedules” (CAPS).  CAPS makes the United States a more competitive partner by providing an alternative to the standard “Cash Upon Acceptance” term of sale, which requires full payment upfront.  The new CAPS term of sale is intended for partners who do not qualify for payment schedules under previous policy.

Ukraine, Asia Drove 50% Increase in FY22 Arms Sales

The Defense Security Cooperation Agency last year saw a substantial increase in the arms sales it administers, including arms purchased directly by partner nations with their own funds and sales funded through the Foreign Military Financing program. Total arms sales in fiscal year 2022, about $52 billion worth, exceeded FY21's $34.81 billion in sales by nearly 50%.

FY22 Security Cooperation Figures Announcement

The Defense Security Cooperation Agency (DSCA) announces the fiscal year 2022 U.S. arms transfer figures, as well as other notable accomplishments and statistics, highlighting the depth and breadth of U.S. security cooperation efforts. Arms transfers for fiscal year 2022 totaled $51.92 billion, resulting in a three-year rolling average of $45.84 billion.

DSCA Birthday Message from the Secretary of Defense

The Honorable Lloyd Austin, the Secretary of Defense, shared taped remarks congratulating DSCA on its 50th anniversary.  He thanked DSCA for half a century of enabling the United States and U.S. Allies and our partner nations for building a united front and extending our mutual strength against all adversaries.  Secretary Austin cited our recent support of Ukraine using Security Cooperation programs.

Defense Security Cooperation Agency Commemorates 50 Years of Partnership, Ally Support 

Last September, the Defense Security Cooperation Agency marked its 50th anniversary. Due to COVID-19 restrictions in place at the time, commemoration events were muted at best. But agency leaders and employees, dignitaries, ambassadors, and representatives from U.S. military and allies and partner nations finally had the opportunity to toast the work DSCA has been doing for more than a half century during a June 14 event at Mount Vernon, Virginia.

DSCA strategic evaluation of DoD Cooperative Threat Reduction Initiatives

The Office of the Deputy Assistant Secretary of Defense for Global Partnerships and the Defense Security Cooperation Agency initiated a strategic evaluation to measure the effects and implications of Department of Defense  (DoD) Cooperative Threat Reduction (CTR) initiatives implemented by the Security Cooperation (SC) Enterprise.
