Purpose:
For DoD to provide assistance to the security forces of Afghanistan to include the provision of equipment, supplies, services, training, facility and infrastructure repair, renovation and construction, and funding.
Who:
Secretary of Defense with the concurrence of the Secretary of State
Combined Security Transition Command-Afghanistan (CSTC-A) provides requirements for ASFF cases
DSCA expends about 50% of annual funding allotted through the Army on pseudo-LOA process
Funding:
Appropriated funds
Requires 15-day congressional notification prior to obligation of ASFF
