Building Partner Capacity is the focal point within DOD for planning, execution and management, and oversight of numerous Title 10 Security Cooperation (SC) programs.
The Directorate of Business Operations (DBO) manages all DSCA financial operations including policy, acquisition, and reporting.
The Chief Performance Management Office (CPMO) measures, evaluates, and recommends/enables improvements impacting the overall performance of the Security Cooperation Community (SCC).
The Office of General Counsel (OGC) comprises seven personnel, including civilian attorneys, judge advocates, and paralegals.
The Directorate of Information Management & Technology (IM&T) manages a portfolio of IT mission systems and services to efficiently enable the DSCA mission for the Security Cooperation (SC) community.
In support of Under Secretary of Defense for Policy, Geographic Combatant Command (GCC) Headquarters, and the Department of State, the DSCA Integrated Regional Teams (IRTs) provide integrated and holistic management and execution of security assistance and cooperation activities to the GCCs.
The Directorate of Security Assistance (DSA) provides policy oversight, guidance, planning, coordination, and direction for the execution of and improvements to security assistance and equipping programs.
The Directorate of Strategy, Plans and Programs (SPP) facilitates security cooperation strategic planning across the Department of Defense and among our partners.
DSCU develops curriculum, provides instruction, and partners with other institutions to train and educate the Security Cooperation (SC) workforce and others involved in SC. DSCU also oversees and manages the implementation of the Department of Defense Security Cooperation Workforce Development Program administered by the Defense Security Cooperation Agency (DSCA).
The Strategic Outreach (STO) Division manages, develops, and executes strategic outreach solutions to promote internal and external stakeholder understanding of the Security Cooperation mission and its role in achieving U.S. national security and foreign policy goals and objectives.
The Security and Facility Management Division (SFM) is responsible for providing expert security and facility guidance for Policy, Compliance, Education and Training for DSCA Headquarters and DSCA field components.
The Talent Management Division (TM) provides comprehensive human capital support to the Agency and its operational components.
