The Office of the Deputy Assistant Secretary of Defense for Global Partnerships and the Defense Security Cooperation Agency initiated a strategic evaluation to measure the effects and implications of Department of Defense (DoD) Cooperative Threat Reduction (CTR) initiatives implemented by the Security Cooperation (SC) Enterprise.
The DoD conducts strategic evaluations of SC programs and activities to improve the effectiveness and efficiency of SC programs in achieving desired outcomes. CTR initiatives are crucial to DoD because they seek to prevent proliferator states and terrorist groups from developing or acquiring Weapons of Mass Destruction and delivery systems that could threaten the U.S. homeland and U.S. interests abroad.
