DoD donates excess non-lethal property to partner nations for humanitarian purposes in each of the humanitarian sectors. Property may include vehicles, equipment, supplies, and other non-lethal items that have been declared excess by DoD.
Global program management, warehouse management, and transportation of excess property is performed by DSCA. Each of the Combatant Commands (CCMDs) determine requirements and arrange for the receipt and transfer of property to the Department of State (DOS).
The Department of State (DOS) is responsible for acceptance of excess property from DoD in-country and subsequent donation of property to the partner nation.
