Directorate of Strategy (STR)

The Directorate of Strategy (STR) develops and disseminates Security Cooperation (SC) policy to the SC community and identifies trends, issues, and resource requirements to meet future challenges and lead transformation.  STR is the DSCA Director's eyes into the future and the problem solvers who bring wide ranging elements of the community together to create innovative solutions to complex problems.  STR is comprised of the  Strategic Planning and Integration (SPI) Division, the Strategic Outreach (STO) Division, the International Training (TNG) Division, and the Weapons (WPN) Division.

Strategic Planning and Integration (SPI) Division:

The Strategic Planning and Integration (SPI) Division is responsible for the following functions:

  • Providing oversight and guidance for the implementation of security cooperation programs via the Security Assistance Management Manual (SAMM). This involves the development, coordination, dissemination and monitoring of, and procedures to ensure that program implementation within the Department of Defense is consistent with existing legislation, regulations, and Executive Branch policy.
  • Writing, coordinating, monitoring and updating the DSCA strategic plan (Vision 2020).
  • Coordinating the development of DoD requirements for Foreign Military Financing (FMF) and International Military Education and Training (IMET) that is provided to the State Department.
  • Reviewing and participating in the development of top-level strategic guidance such as the National Defense Strategy (NDS) and the Guidance for Employment of the Force (GEF) -- including Theater Security Cooperation Plans and Country Security Cooperation Plans – and deriving implementation strategies to ensure that agency and SC community-wide efforts and resources align with strategic goals and end-states.
  • Resource sponsorship of the Global Theater Security Cooperation Management Information System (G-TSCMIS), the DoD tool for planning, tracking, and assessing security cooperation activities worldwide.

Strategic Outreach (STO) Division:

The Strategic Outreach (STO) Division is responsible for the management, development, and execution of strategic outreach solutions to promote internal and external stakeholder understanding of the Security Cooperation mission and its role in achieving U.S. national security and foreign policy goals and objectives. This involves the development, coordination, and implementation of Security Cooperation strategic communication guidance and engagement planning in support of DSCA programs and activities.

This includes the following activities:

  • Development and implementation of DSCA strategic communications planning, guidance and material.
  • Public Affairs Liaison.
  • Legislative Management*.
  • Long-range planning of DSCA engagements with key stakeholders across the Security Cooperation enterprise.
  • Liaising with the Foreign Procurement Group (FPG), the 42-member organization of partner nation FMS representatives.
  • Management of the Department's participation in international trade shows.


*Duties of DSCA’s Legislative Management Office (LMO) were transitioned to STO as of Aug. 8, 2016.  STO will now oversee legislative management, to include:

  • Dissemination of information on security cooperation matters under DSCA purview to the U.S. Congress.
  • Engagement with key Capitol Hill, Department of Defense, and Department of State counterparts to understand and influence priorities and concerns.
  • Respond to inquiries and briefing requests.

The International Training (TNG) Division:

The International Training (TNG) Division manages many of the DoD Defense Institution Building (DIB) programs, including the Defense Institution Reform Initiative (DIRI), the Wales Initiative Funds (WIF), and the Ministry of Defense Advisor (MoDA) program, which focus on ministerial-level and related defense agency Partner Nation engagements to support and complement broader U.S. national security and security assistance objectives.   The DIB programs empower partner-nation defense institutions to establish or re-orient their policies and structures to make their defense sector more transparent, accountable, effective, affordable, and responsive to civilian control.  DIB improves defense governance and increases the sustainability of other DoD security cooperation programs (e.g. FMS and equipping).  TNG also manages the international SC training and education program by developing and promulgating training policy and guidance, and providing oversight for the implementation and execution of the training to International Military Students, including Title 22 International Military Education & Training (IMET) program.

TNG also provides Executive Agent administrative support and resource management for the DoD’s Regional Centers for Security Studies (RC) enterprise.  This effort includes programming, budgeting, reconciling diverse program leadership priorities, and identifying and implementing best practices to improve efficiencies and effectiveness of the RCs.

Partner Outreach and Collaboration Support (POCS):  The Partner Outreach and Collaborations Support (POCS) program is an OSD-directed research and development, and operations and maintenance effort that supports outreach and collaboration, and contributes to increase partner capabilities, connections, and capacity. 

Weapons (WPN) Division:

The Weapons (WPN) Division provides technical and doctrinal subject matter expertise on weapons and systems to the DSCA staff; synchronizes inter-agency release/disclosure efforts to support major weapons sales; and oversees international competitions involving multi-service systems.
