Directorate of Building Partnership Capacity (BPC)

The Directorate of Building Partnership Capacity (BPC) is responsible for managing the execution of a wide array of Title 10 and Title 22 programs, and integrating those programs into solutions that contribute to the accomplishment of national security objectives.  These programs are designed to advance partner nation capacity and capabilities through the provision of training and equipment, and include a series of Title 10 humanitarian-based programs that provides DoD the ability to accomplish national security objectives through military-civilian engagement.  BPC is organized into four divisions comprising a mix of DOD, FMF, and FMS funded personnel.


Equipping Division (EQP)

The Equipping Division (EQP) executes DOD Title 10 Security Cooperation (SC) programs including:  the 1206 Global Train and Equip ProgramCombating Terrorism and Irregular Warfare Fellowship Program (CTIWFP), Global Security Contingency Fund (GSCF), Special Defense Acquisition Fund (SDAF), Global Peace Operations Initiative, and the sale or grant of Excess Defense Articles (EDA).


Humanitarian Assistance and Demining Division (HDD)

The Humanitarian Assistance and Demining Division (HDD), provides program management for DoD humanitarian assistance programs, funded with the Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) appropriation, across all Combatant Commands (CCMD).  This includes steady-state humanitarian assistance activities, transportation programs for the movement of DoD and privately donated humanitarian relief material, humanitarian mine action programs executed via the Humanitarian Demining Training Center, and foreign disaster relief.  HDD works closely with its DoD and interagency partners to ensure the CCMDs are appropriately resourced, and execute in accordance with policy, programmatic guidance, national security strategy, and fiscal and legal guidelines.


The Training Division (TND)

The TNG Division manages many of the DOD Title 10 and Title 22 SC programs, including the Defense Institution Reform Initiative (DIRI), the Warsaw Initiative Funds (WIF), and the Ministry of Defense Advisor (MoDA) program, which focus on ministerial-level Partner Nation engagements and include recruiting, training, and deploying DoD civilian advisors worldwide.  TNG also manages the international SC training and education program by developing and promulgating training policy and guidance, and providing oversight for the implementation and execution of the training to International Military Students, including the State Department's International Military Education & Training (IMET) program.  Additionally, TNG provides Executive Agent administrative support and resource management for the DoDs Regional Centers for Security Studies (RC) enterprise.  This effort includes programming, budgeting, reconciling diverse program leadership priorities, and identifying and implementing best practices to improve efficiencies and effectiveness of the RCs.  Finally, TNG provides information technology-based collaboration support to partner and DoD communities of interest through the Regional International Outreach- Partnership for Peace Information Management System (RIO-PIMS) and Regional Center Person/Activity Management System (RCPAMS).
