Mr. Dave Sobyra

Mr. Sobyra is the Acting President of the Defense Security Cooperation University (DSCU). As President of DSCU, he oversees the School for Security Cooperation Studies which provides education, training, and research for the Security Cooperation Workforce; the International School of Education and Advising which implements institutional capacity building activities through the Institute for Security Governance and the Defense Institute of International Legal Studies; and oversees International Military Training and Education programs and implementation of the Security Cooperation Workforce Development Program for the Defense Security Cooperation Agency (DSCA).  DSCU provides education, training, and advising to U.S. military officers, civilian government officials, international military officers and officials, and industry partners.  In Fiscal Year 2020, DSCU students completed over 17,000 individual courses.

Mr. Sobyra joined the DSCA in August 2019 as the Division Chief for Policy and Analytics in the Workforce Development Directorate.  In this role he was responsible for policy, planning, resources, and strategic communications for the Security Cooperation Workforce Development Program, and oversaw the development of the DSCU following its opening in September 2019.

Mr. Sobyra began his federal civilian career in 2003 as a staff officer in the Office of International and Policy at the National Geospatial-Intelligence Agency.  Prior to joining DSCA, Mr. Sobyra served for 15 years in the Office of the Under Secretary of Defense for Policy, holding a number of action officer and leadership roles focused on International Programs Security, Stability Operations, Counternarcotics Policy, Western Hemisphere Affairs, and Human Capital. Highlights of his tenure in Policy include: Executive Director of the Center for Complex Operations at the National Defense University; Director for Regional Programs in the Office of the Deputy Assistant Secretary of Defense (DASD) for Counternarcotics and Global Threats, where he led a team responsible for overseeing five Combatant Command counternarcotics programs; Chief of Staff to the DASD for Western Hemisphere Affairs; and most recently, as Director for Human Capital. Mr. Sobyra also served as a founding co-chair of the Policy Supervisor’s Council and was a co-chair of the Policy Career Development Board, responsible for overseeing the professional development of the Policy career workforce, to include organizational health and promotion policies.

Mr. Sobyra is a retired U.S. Marine Corps Lieutenant Colonel and helicopter pilot. He flew combat missions in Desert Storm, was a member of the Presidential Helicopter Squadron, and served as the Technology Transfer Branch Chief in the Joint Staff J-5 from 2000 to 2003.

Mr. Sobyra holds a BA degree in History from California State College, Bakersfield, and Master’s Degrees from the Marine Corps University, George Mason University School of Public Policy, and the National War College. He is a Society for Human Resources Management Certified Professional (SHRM-CP).
