
ASSISTANT DIRECTOR FOR
ADMINISTRATION
Brian Watford joined DSCA as the Assistant Director (AD) for Administration in December 2024. In this role, he leads the agency’s overall human resources, and performance improvement, and effectiveness functions, which are operationalized through three distinct organizational directorates: Performance Improvement and Effectiveness (PIE), Talent Management (TM), and Human Capital Strategy & Organizational Development (HCS&OD). In this role, Brian is also the principal advisor to the agency’s Director and Deputy Director on all matters pertaining to the agency’s human resources and organizational performance initiatives.
Mr. Watford brings over 15 years of civilian human resources experience to the agency, most recently as the Director of the Office of Human Capital Policy and the inaugural Director of the Treasury Recruitment Service at the U.S. Department of the Treasury. In that role, he directly advised Treasury’s senior leadership on the most pressing human resources policy and programmatic matters, led a team of HR experts tasked with developing agency-level policy impacting Treasury’s 117,000-person workforce, and led the successful conceptualization and administration of the first Treasury-wide talent outreach function, the Treasury Recruitment Service. Under his leadership, Mr. Watford and his team facilitated Treasury’s ability to implement one of its most aggressive hiring strategies in decades, through a combination of policy enhancements, flexibilities, and targeted outreach. He also served in leadership roles at the Department of Health and Human Services (HHS), where he successfully established a position classification unit at one of HHS’s largest bureaus, while also serving as senior policy advisor to its HR Policy Director. He served as a Senior HR Specialist at the U.S. Office of Personnel Management (OPM), where he developed position classification and qualifications policy and standards relied upon governmentwide by executive branch agencies. Mr. Watford has also held a range of HR leadership and policy expert positions at the Department of Defense, the Department of the Air Force, the National Guard Bureau, and the Government of the District of Columbia. He began his HR career at the Department of the Navy as a Human Resources Assistant.
Mr. Watford received his undergraduate degree in Communication Studies from Elizabeth City State University, his Master of Business Administration (MBA) from Strayer University, and is working towards completing a doctoral degree in Workforce & Organizational Development at Old Dominion University.
