Overview 
  • The DoD Humanitarian Assistance Programs administers a family of activities under the authority of Title 10 United States Code. These activities are funded by the Overseas Humanitarian, Disaster and Civic Aid (OHDACA) appropriation.

    • Support US Military Forces in meeting two key requirements, as specified in the Administration’s National Security Strategy:
       
      1. Maintain a robust overseas presence aimed at shaping the international security cooperation environment in a manner that dissuades would-be aggressors by promoting peace and stability in regions of tension and assuring allies and friendly nations through low-level contact where other programs would not be possible.
      2. Respond rapidly and effectively when called upon to assist the victims of storms, earthquakes, and other natural or man-made disasters.
         
  • OHDACA-funded Humanitarian Assistance programs:
    • Are managed by the Department of Defense, in cooperation with the Department of State and the Agency for International Development
    • Ensure unity of purpose and compliance with national security and foreign policy interests
       
  • The Combatant Commanders plan and execute the DoD Humanitarian Assistance Programs
  • The Under Secretary of Defense for Policy:
    • Through the Assistant Secretaries for International Security Affairs and Special Operations and Low Intensity Conflict, provides policy oversight of program execution.
    • DSCA is the executive agent, charged with program management oversight
       
  • DoD plays a key role in humanitarian crises:
    • It can offer unique assets for effective response
    • The US Military’s exceptional operational reach can be employed to “jump-start” operations
    • The US Military augments private sector capability and thus limits threats to regional stability
