- US Forces are authorized by 10 USC Section 401 to carry
out Humanitarian and Civic Assistance projects and activities as part
of scheduled training operations overseas.
- These deployments are:
- An integral aspect of maintaining a forward US Military
presence
- Ensuring operational readiness to respond to crises
- Preparing the Reserve Components for their wartime
mission
- Humanitarian and Civic Assistance (HCA) Programs:
- Promote the security interests of both the US and the
recipient countries
- Enhance the specific operational skills of the
participating members of the Armed Forces
- HCA is not provided to any individual, group or
organization engaged in military or paramilitary activity
- Congress appropriates specific funding to the Military Departments to support the HCA
program
- DSCA manages all HCA projects and coordinates approval
through other USG agencies
- DSCA’s Program Managers:
- Coordinate interagency reviews and approvals for the
annual HCA plans, as well as coordinate subsequent requests
submitted by the Commanders
- Are responsible for monitoring program planning and
execution to ensure that HCA activities comply fully with US
policy, national security objectives and relevant
legislation
