Director, Defense Security Cooperation Agency (DSCA):
Lieutenant General Charles Hooper became the Director, Defense Security Cooperation Agency, in July 2017. He manages a professional Security Cooperation Workforce of military and civilian personnel located all around the world. He provides leadership, management, and oversight for the Security Cooperation Community in developing and executing innovative Security Cooperation solutions that support mutual U.S. and partner interests. LTG Hooper leads a diverse portfolio of Security Cooperation programs including Foreign Military Sales; Foreign Military Financing; International Military Education and Training; Defense Institution Building, End Use Monitoring; Title 10 and 22 equipping programs; and Humanitarian Assistance, Disaster Relief, and Mine Action.
Deputy Director, Defense Security Cooperation Agency (DSCA):
Mr. Gregory M. Kausner, a career member of the Senior Executive Service, is the Deputy Director of the Defense Security Cooperation Agency. He is responsible for oversight of DSCA’s diverse portfolio of Security Cooperation programs and for working with external stakeholders to synchronize DSCA activities with foreign policy and national security objectives.
Principal Director for Security Assistance & Equipping (SA&E):
Mrs. Michèle Hizon is the Principal Director for Security Assistance (SA) at the Defense Security Cooperation Agency (DSCA). The Directorate is responsible for the execution of security assistance activities. These include Foreign Military Sales (FMS), and Title 22 training and equipping programs such as Excess Defense Articles, Special Defense Acquisition Fund, leases; the International Military Education & Training program; and Foreign Military Financing.
Principal Director for Building Partner Capacity (BPC):
Mr. Helfant is the Principal Director for the Building Partner Capacity (BPC) Directorate at the Defense Security Cooperation Agency (DSCA). BPC is the focal point within DOD for planning, execution and management, and oversight of numerous Title 10 Security Cooperation (SC) programs. The BPC team is committed to the planning and execution of programs supporting the full spectrum of capabilities that security cooperation endeavors to deliver.
