The Directorate of Information Management & Technology (IM&T) manages a portfolio of IT mission systems and services to efficiently enable the DSCA mission for the Security Cooperation (SC) community as outlined in the DSCA Vision 2020 document. IM&T is working towards integrating the SC community with streamlined mission systems and information sharing practices to provide a near real-time view of enterprise community activities, to facilitate organizational learning, to enable strategic decision making, and efficiently allocate IT resources to successfully support the mission.

IM&T’s organizational structure is aligned by function and highlights IM&T services such as customer and requirements management, portfolio management, application development and support, help desk support, and partner relationship management. IM&T introduced its new organizational structure in 2016, showing a commitment to modernizing their approach, which is critical to improving support for the DSCA mission. By redefining IT roles and aligning them with strategic drivers, IM&T will better understand customer and partner priorities, identify gaps in customer requirements, and plan resources effectively.

IM&T is comprised of the Information Technology Policy and Planning Division (IT/PPD), Business Services Division (BSD), and Enterprise Application Development and Support Division (EADSD).


Information Technology Policy and Planning Division (IT/PPD)

IT/PPD develops strategic and policy guidance for IM&T, its partners, and the SC Enterprise in accordance with requirements established by the DoD Chief Information Officer, Defense Information Systems Agency, and U.S. Cyber Command.  IT/PPD provides a number of strategic services such as: Program and Portfolio Management of IM&T core systems, Enterprise Architecture, and Knowledge and Requirements Management. IT/PPD directs and coordinates the DSCA Cybersecurity program for all field sites with the responsibility to establish cybersecurity processes, procedures, and policies to ensure information and information systems are secure and support the SC mission.


Business Services Division (BSD)

BSD employs standard business practices to provide continuous support for DSCA IT mission systems and services essential for success of the SC Enterprise.  Support includes the IT Service Desk to field and address customer issues; operate and maintain the IT infrastructure (network); partner, stakeholder and customer engagement; Defense Information Systems Agency (DISA) and the associated Joint Service Provider (JSP); monitor and oversee customer and support service level agreements; manage DSCA IT assets; manage IT procurements; contract management support and provide human resource services. Strategically aligned, BSD delivers the underlying IT systems and services inherently needed to meet and exceed SC Enterprise expectations.


Enterprise Application Development and Support Division (EADSD)

EADSD develops, operates, maintains, and enhances mission systems and databases in support of the SC Enterprise. These systems are developed in accordance with requirements established by the DoD Chief Information Officer, Defense Information Systems Agency, and U.S. Cyber Command. EADSD also provides some limited IT support to the DSCA mission system development and support teams. Projects and priorities for EADSD are consistent with DSCA Chief Information Officer and IT Governance Board guidance.
